EEA Secretary Theoharides with Dam and Seawall Repair & Removal Grant Recipients 12/5/19Town of Foxborough Awarded $708,000 Grant to rebuild the West Street Dam

FOXBOROUGH, MA. The Town of Foxborough was one of fourteen communities in Massachusetts to be awarded a grant from the Dam and Seawall Repair and Removal Grant Program from the Executive Office of Energy and Environmental Affairs. The $708,000 grant will be used to rebuild the dam on West Street. The project will remove the existing spillway, repair the upstream and downstream slopes, and modify the dam crest, in order to bring the dam into compliance with DCR Office of Dam Safety (ODS). In conjunction with the spillway removal and culvert replacement, the Town plans on performing water main improvements and widening a 310-foot portion of West Street near the dam. The Town will finalize the design and permits, along with putting the project out to bid through this winter with an expectation of construction during the summer of 2020.    

Selectman Chair Mark Elfman welcomed the grant recipients to Foxborough as well as Sen. Paul Feeney, State Rep. Jay Barrows and Energy and Environmental Affairs Secretary Kathleen Theoharides. During the announcement on Thursday, December 5, Secretary Theoharides applauded the cities and towns awarded grants for “their work to prepare their infrastructure for natural hazards like coastal and inland flooding.” 
Senator Paul Feeney likened the rebuilding of the West Street Dam to the Patriots where he indicated that the Towns are playing “offense” by building the necessary infrastructure needed to play “defense” against the ever changing environmental conditions of today. 

This grant is the result of three years of work and planning by DPW Director Roger Hill, Town Engineer Chris Gallagher, and Environmental Partners Group, Inc. and supporting Town departments. Town Manager William Keegan congratulated the Foxborough team for their great collaborative work in competing for this grant.  The Town of Foxborough received an additional grant from the EEA in March 2018 for the design and permitting requirements that would allow the Town to breach the West Street Dam. The West St. Dam is a small-size significant-hazard earth embankment dam with a spillway outlet control structure. The current condition of the dam is considered poor. Construction will not overlap with the current Mirimichi Bridge replacement, which is estimated by Plainville DPW to be completed in the spring of 2020.
