Town Manager William Keegan announced today that he is appointing Foxborough Fire Chief Michael Kelleher as the Interim Director of Public Health.  Keegan further noted that Deputy Fire Chief and Public Health Nurse, Thomas Kenvin will be appointed to serve as the day to day manager of the operations in the Health Department.  These interim staffing changes will become effective at the close of business on November 25, 2020.

These appointments are aligned with the impending retirement of current Health Director Pauline Zajdel.  These interim appointment actions became necessary when Zajdel unexpectedly informed Keegan on Monday, November 16 that she was moving up her original retirement date from January 1, 2021 to November 27, 2020. 

Keegan cited the need for his actions to help support the remaining staff members in the Health Department while they continue to protect the community during the current COVID-19 pandemic crisis.  Foxborough, along with many cities and towns throughout Massachusetts and the country, has seen a recent spike in COVID cases.  “This is no time to diminish the Health Department’s staff capabilities” Keegan said.  

He went on to say “the ongoing partnership between the Public Health Department and the Fire Department will be further enhanced during this interim period while we continue to search for a qualified candidate to fill the upcoming vacancy.”  

According to the Foxborough Town Manager Act, the Town Manager is responsible for appointing Health Department staff members; including the Director.

Keegan expressed his gratitude to Chief Kelleher and to Deputy Chief Kenvin as well as the entire Foxborough Fire Department for their willingness to step up and take on the added responsibilities during the transition.  He further expressed his appreciation and thanks to the remaining staff members of the Health Department – John Robertson, Diane Passafaro and Kevin Duquette and to the Board of Health for their continued efforts to protect the Town during these challenging times.  

This Interim Staffing Plan will remain in effect until the position of Director of Public Health is filled.  Keegan noted that the recruitment process is ongoing and he along with Assistant Town Manager/HR Director Michael Johns hoped that the selection process would move into the interview phase within the next seven to ten days.

Keegan went on to say, “As we look to the future of the impending change in the leadership of the Foxborough Health Department, we want to thank Pauline Zajdel for her years of service to the Town of Foxborough and want to wish her health and happiness throughout her retirement.”
