Foxborough operates under a five‑member Select Board and a Town Manager form of government. The Human Resources Director reports to the Town Manager, with the Personnel Board offering policy guidance on personnel matters. Within this structure, the Town’s HR function is centralized to ensure consistent best practices in human resources, employment law, and risk management. We also manage a comprehensive benefits program that supports the health and well‑being of employees, retirees, and their families.
