Mission Statement:
The mission of the Procurement Department is to provide the departments within the Town of Foxborough contracts to obtain the goods and services they need to operate efficiently through an open, transparent and competitive bidding process. An open and transparent procurement process will increase competitiveness and ultimately result in lower prices for the goods and services being processed. It is the vision of the department to develop contracts for the majority of the Town’s needs either through Town bids or in partnerships with collaborative purchasing groups. This will allow the Town’s departments to reduce the number of emergency purchases and create greater efficiency in operations.

The Town is seeking quotes, proposals, and / or bids for the following projects. Please locate projects to the lefthand side of the screen under the "Procurement" section. To access the documents, registration will be required.
- (Active) -- Invitation for Bids - New Police Fitness Building: The Town invites sealed bids from experienced, qualified, and responsible contractors for the construction of a New Police Fitness Building at 8 Chestnut Street, Foxborough, MA 02035. The estimated cost of the project is $400,000. A site visit and walkthrough shall be held on Wednesday, January 14, 2026 at 10:00 AM and Tuesday, January 20, 2026 at 10:00 AM. All prospective bidders are required to attend at least one of the site walkthroughs located at 8 Chestnut Street. Bids will be received until 9:00 AM on Thursday, February 19, 2026, at the Office of the Town Manager, Town Hall 2nd Floor, Town of Foxborough, 40 South Street, Foxborough, MA 02035. All interested contractors can access the procurement documents by clicking on the "IFB New Police Fitness Building" link to the left under Procurement. Please note interested parties will be required to register in order to access information. Due to the recent extraordinary weather, all bids are due no later than Tuesday, March 3, 2026, at 10:00 AM per Addendum 3.
- (Active) -- Request for Proposals - 76 North High Street Disposal (Redo): The Town invites competitive proposals for the sale of 76 North High Street, Assessors Map ID 145 Lot 014, located at 76 North High Street, Foxborough, MA 02035. The property is being sold "as-is". No site visit or walkthrough shall be held. All proposals shall be submitted in a sealed envelope by no later than Tuesday, March 10, 2026 at 11:00 AM to the Office of the Town Manager, Town Hall 2nd Floor, Town of Foxborough, 40 South Street, Foxborough, MA 02035. All interested proposers can access the procurement documents by clicking on the "RFP 76 North High Street Disposal" link to the left under Procurement. Please note interested parties will be required to register in order to access information.
- (Active) -- Invitation for Bids - Oak Street PFAS Water Treatment Plant Upgrades: The Town of Foxborough, the Awarding Authority, is seeking experienced, qualified contractors for the construction of the Oak Street PFAS Water Treatment Upgrades.
A non-mandatory pre-bid conference will be held at the site, 11 Lamson Road, on March 4, 2026 at 10:00 AM. Sealed Bids for the construction of the "Town of Foxborough, Oak Street PFAS Water Treatment Upgrades DWSRF Project No. 19121" will be received by the Town Manager's Office at the Town Hall - 2nd Floor, 40 South Street, Foxborough, MA 02035 until I0:00 a.m. local time on April 9, 2026 at which time the Bids received will be publicly opened and read. Sealed Bids must have outer envelope marked as "Town of Foxborough, Oak Street PFAS Water Treatment Upgrades DWSRF Project No. 19121." Sealed Bids from Subcontractors addressed as referenced above will be received by the Town Manager's Office at Town Hall- 2nd Floor, 40 South Street, Foxborough, MA until I0:00 a.m. local time on March 26, 2026, and then at said office publicly opened and read aloud. Sub-Bids with the required Bid deposit will be received for the following items of work: Masonry, Roofing and Flashing, Metal Windows, Plumbing, Electrical, Miscellaneous Metals and Ornamental Iron, Waterproofing, Damp-Proofing, and Caulking, Painting, Heating, Ventilation, and Air Conditioning. Please be advised that General Bids and Sub-bids will ONLY be accepted from contractors who have been prequalified for this project by the Town of Foxborough pursuant to M.G.L. c. 149, Section 44D 1-2 and 44D 3-4. - (Active) -- Invitation for Bids - Residential Water Meter Installation Services: The Town of Foxborough, Massachusetts invites sealed bids in accordance from experienced and qualified contractors for the installation of residential water meters. This Project includes the following Work: furnishing all labor, materials, equipment, and incidentals necessary to install approximately 5,200 water meters and radio communication modules within 600 consecutive days. All of the meters are 5/8-inch and shall be procured by the Town through a separate contract and furnished to the successful bidder pre-programmed. Installation shall include removal of the existing meters and communication modules, installation of new ultrasonic water meters and radio communication modules, confirmation meter activation, and furnishing all incidentals to complete installations. All bids shall be submitted in a sealed envelope and plainly marked “2616IFB450 - Residential Water Meter Installation Services” to the Office of the Town Manager, 2nd Floor, 40 South Street, Foxborough, MA 02035 by no later than Tuesday, March 24, 2026 at 9:00 AM.
